Born in the San Diego area and raised in the Rancho Peñasquitos suburb, Usha Chilukuri comes from a family of Telugu-speaking Indian Hindu immigrants. Her father, Krish, is a lecturer in the Department of Aerospace Engineering at San Diego State University, and her mother, Lakshmi, is a marine molecular biologist and biochemist. Both of her parents are from Andhra Pradesh, India. Usha was often seen as a leader and a bookworm by her childhood friends.
Usha graduated summa cum laude from Yale University with a bachelor’s degree in history and was inducted into Phi Beta Kappa. She then attended Clare College, Cambridge, as a Gates Cambridge Scholar, where she earned a Master of Philosophy degree in early modern history in 2010. In 2013, she completed her Juris Doctor at Yale Law School, where she was the Executive Development Editor of the Yale Law Journal and Managing Editor of the Yale Journal of Law & Technology. Vance’s career in law began with her clerkship for Judge Brett Kavanaugh on the District of Columbia Circuit from 2014 to 2015, followed by a prestigious clerkship with Supreme Court Chief Justice John Roberts from 2017 to 2018. While attending Yale Law School, Usha Chilukuri met her future husband, J. D. Vance, with their relationship being encouraged by their professor Amy Chua. Vance referred to Chilukuri as his “Yale spirit guide” due to her significant support and encouragement in his academic and professional endeavors.
